The Single Electoral District as a Guarantee for Mature Parliamentary Representation

There is little disagreement that the October 2021 elections produced a distorted political process, incapable of completing the constitutional requirements to solidify Iraq’s democratic system. These elections were meant to allow the Iraqi people to choose their representatives to lead the country in the coming phase and manage its affairs. However, they led to a dangerous escalation and armed confrontation, pushing Iraq closer to the brink of a civil war.
The most problematic issue that needs addressing is the division of a single province into multiple electoral districts, as outlined in Article 15 of Law No. 9 of 2020. This division resulted in a decrease in voter turnout, the dispersion of voters’ voices, and the creation of an inconsistent political landscape that hindered the democratic process instead of
reforming it.
